No, as there is no change in the set of root name servers.
The set of gTLD (.com/.net/.org) nameservers has changed
(g.root-servers.net => g.gtld-servers.net), but the gTLD servers don't
have to be preconfigured using a "hints" file---they are found using
regular DNS queries to the root servers.
