ARIN to Allocate from 65.0.0.0/8 and 66.0.0.0/8

In the near future, ARIN will begin making allocations
from 65.0.0.0/8 and 66.0.0.0/8. This will include 
allocations of /20 and shorter prefixes, according 
to ARIN's minimum allocation policy.
