The various repositories may only mirror subsets of the IRR.

At the very least, people you suspect are not getting you in their filters.

The trick is to address the whole mirroring and configuration generation
issue.  rps-dist helps fill in some of the repository replications issues,
but a distributed query mechanism has not been crafted yet.
