Northwest Internet eXchange (NIX) operational!

The NIX is now initially operational! IXA and NWNexus are currently
exchanging traffic. Structured should be connected next week (if I
get time to hook the circuit up). According to Ed @ NWNexus, traffic
is running between 25kbps to 65kbps, with only the two of them connected.
