perhaps its more of an issue of the contractor
not getting the area marked for all utilities
before digging.  it could also be that the
fiber companies are not notifying the company
that keeps track of that information whenever
there is an addition.

i know when there was underground work being
done at my parent's house by my dad, he called
the free service and they marked up everything
where there were underground utilities.

also, i really doubt that the annual repair
cost is a drop in the annual revenue bucket.
