Perhaps. but even the best layed plans can get scuttled.  And in
this case 3 to 4 feet would not have been enough. Many ATM cash
machines are off-line all over the country because EDS's data
center in New Jersey went down due to power failures and flooding.
If there was a data center that met the description of a "bunker"
that was it.
