I can probably shed some light on this...

Disclaimer:  I used to work for Cascade/Ascend/Lucent.  I am only 
repeating information that has been made publicly available by John
at the first MPLS conference (the presentations are/were? available 
on UUNET's web site).

Cascade runs a version of OSPF that was extended to allow 
constraint-based routing.  These extensions are similar to what 
has recently been presented in the IS-IS and OSPF working groups during
the last year or so.  

On top of OSPF, there is a protocol which is responsible for actually
setting up the connections according to specific constraints (e.g. 
bandwidth, QoS level).  Again, this is similar to the work
now being done in working groups responsible for CR-LDP and RSVP.
Cascade released its version in 1993, and has been refining it 
ever since.
