OUTAGE: worldcom frame-relay intermittent problems

MCI/Worldcom seems to be have intermittent failures with their
frame-relay network. Several ISPs have reported they are seeing
problems at very diverse places around the US. MCI/Worldcom is
reporting frame switch problems in multiple cities up and down the
east coast. Due to usual bizzare MCI/Worldcom ciruit routing, it
is having nationwide affects.
