Hmm, difficult question. Exact answer should be _a lot of garbage_ -:).
Here, for example - ciscotalk + some config makers - for configuration,
snmpstatd + ipstat + netflow - for statistics.
You can get commercial tools anyway, they costs about 100 - 200,000$,
but it do not mean you can use them.
