Note that ARTCC dates from the Cold War era when many things,
inc. CIA HQ were decentralized. (Of course, the weapons soon got
bigger & more numerous, rendering such moot.) Also, it created
vast headaches for TPC, as She had to run lines, lots of lines,
to places like Oberlin OH and Leesburg VA that in the late 50's
likely had a pair of party lines or so...
