This has been discussed on several occasions on the NANOG list.  You can
check out the archives at http://www.merit.edu/.mail.archives/nanog.  The
first reference to Sprint's plan to filter appears to be a message by
Sean Doran (http://www.merit.edu/.mail.archives/nanog/0040.html), which was
back in Sept of last year.
