As the NSFNET was winding down, a whole bunch of money collected in
the 'infrastructure improvement fund' was distributed to the old NSF
regionals for several purposes including buying a trouble ticket
system. Since most of these regionals have since become commercial
providers and acquired/merged I don't know what information is still
available about the project. If I remember correctly, several of the
regionals used the money to buy a system from REMEDY. But I don't
know how many actually got it to work, or if they were able to exchange
tickets between different providers.
You might want to check with the National Science Foundation and non-profit
spin-off from ANS, advanced.org about any results obtained to avoid making
the same mistakes over again. The rest of this is probally best left for
