Merit has a suite of useful tools available at www.merit.edu
from the IPMA [Internet Performance and Metrics Analysis] group
under collaboration w/ umich.
Included in this is a java client application that interacts
with RA-esque server processes at IXPs.
Additionally http://www.merit.edu/ipma/instability/origin/
gives some daily information.
Finally, http://zounds.merit.net/cgi-bin/do.pl?report_type=graph
shows some useful aggregate information.
Other information is abundant throughout the web page.
