Jimmy,

Their ARIN record says Direct Assignment rather than Direct Allocation, so =
it does appear ARIN considers them an end user. Also, I see no prior SWIPs,=
 so possibly they never SWIPed their previous customers. I'll have to give =
ARIN a call.
