You're absolutely right. Usually the quality is perfect and stable.
Telia is very respectful T1 provider.

I've been using them out of Dallas for about 2.5 years now with very good s=
uccess. Their NOC has been top notch in responding to our issues, though I=
've seen repeated peering issues for them with a single provider, but who's=
to say that's their fault and not the other parties?
