The internet in terms of IP Prefix advertisements is a 'Trust' based system=

The difference between Hijacking vs a valid advertisement is the simple LOA=
document a.k.a having permission to do so..

Only if you are using it for yourself or if your upstream is using it to cr=
eate their prefix Filter lists.
RADB is not the only RRDB provider, ARIN also provides this service=20

All you need is permission from the IP block owner (LOA) and the appropriat=
e upstream filters to be setup or opened.
Which could be a manual process (provide them a copy of the LOA) or could b=
e a 'Trust' based using RRDB Record which someone has to create and update.
Best of luck.
