That is pretty close to my experience.  I would say nearly all carriers hav=
e billing nightmares and some of them have networks that work well.   Best =
carrier for billing is a bit like asking for the best ice skater in hell.

Ther used to be a saying that you could choose between carries with functio=
nal billing and carriers with a functional network.
