There appear to be a few things like this, eg: Raintank and the RIPE =
Atlas project that have fairly diverse views.  I=E2=80=99m not aware of =
anything with perfect penetration.

With RIPE Atlas it=E2=80=99s roll your own, where Raintank is SaaS.

I=E2=80=99m sure there are others, but these are the two I=E2=80=99m =
aware of.
