For what it's worth, Red Hat pushed updates to NTP and to TZDATA.  You 
might want to check the documentation to see if the updates include sane 
handling of the leap second.

(I run CentOS 7.1 and Fedora 20, which is where I saw the updates during 
my morning maintenance.)
