it's not clear (to me at least) that hotmail has deployed any DMARC
config at all, actually:

$ dig txt _dmarc.hotmail.com +short
$ dig txt _dmarc.outlook.com +short

no results... but:
$ dig txt _dmarc.gmail.com +short
"v=DMARC1\; p=none\; rua=mailto:mailauth-reports@google.com"
