that happened in the late '90s

luckily, you, valdis, and i never make mistakes :)

the point it to engineer the network so we are not affected by the
inevitable mistakes

as chris and i were noting privately, this seems not to have damaged a
lot of traffic, more than compensated for by the traffic on nanog :)
