Like I mentioned, some countries Asia-Pac and Africa have=20
seen some of their governments deploying this infrastructure=20
for the citizens.=20
Things go belly-up when the governments sub-contract the=20
actual operations of the network. Either they use the same=20
old incumbents to run it, or they employ private contractors=20
(who are, sometimes, equipment vendors that build the=20
network - which means even more sub-contracting).
I've seen such builds focusing on access to the homes, as=20
well as core national backbones. I haven't yet seen both=20
initiatives at the same time in one country.
