Using NAT is not a bad thing.

More and more customers will move towards NAT anyway, as NAT features
and implementations improve.

Karl's assertion is that adopting a RIPE-style system where
for a fee anyone who is an ISP can get a small allocation of
portable space, and add other allocations over time, is a
practical solution.  I agree completely.
