Yes, no and no respectively. As a BGP leaf node, I can guarantee that
no packets leave my network from a source address that isn't mine.
The destination I can't control -- my software will respond to any
apparently legitimate external query. As for legal, even if I'm
fortunate enough to never have a customer hijacked into a botnet,
there are a vast number of legal systems in the world and no practical
way to be sure that a given communication is legitimate in all of
them.
But by golly I have total control over the source address in packets
leaving my network.
