Does anyone have a contact for AS1503?  We've tried the ARIN contacts for
AS1503 but have not received any response.

That's like saying "call the federal government".  :-)

Poking around a bit I found: 
http://www.disa.mil/Services/Network-Services/Service-Support
but I doubt you'll get very far there, either.

nic.mil requires a CAC (www.cac.mil) and is only allowed access from
certain IP address ranges AFAIK.
