QoS is, when you get down to it, a way to decide who gets screwed when
your network capacity is insufficient. And it's unclear that you're
going to get a killer app out of that, because most of the 800 pound
gorillas are instead spending their dollars making their network
work right at their end.  And no amount of QoS at the server end
is going to fix things when the real problem is bufferbloat in
the CPE router at the other end or other issue not under the control
of those participating in the QoS (in other words, if you don't do it
end-to-end, it won't buy you much).
