Actually, HP Open View uses broadcast pings to discover hosts, and
non-broadcast pings to check whether they are up or down. Actions can be
taken to monitor even non-snmp supporting hosts this way.

True, of course, on your own nets, you know what the masks are, and tell
HPOV about these.
Directed broadcast would be harmless as well if it weren't done to others,
or if they were immune ;-)
