For details on such behavior, i highly recommend the excellent paper
"Identifying and Characterizing Anycast in the Domain Name System"
<http://www.isi.edu/~xunfan/research/anycast_Tech_Report_ISI_TR_671.pdf>,
which shows, among other things, that such masquerading (by a false
root name server) happens.
