tion in 3G data =0Anetwork. =0A=0A=0A=0AIn the UMTS 3G data network, the s=
martphone has to acquire radio resource from =0ARNC before it can talk to =
any server on the Internet. Allocating radio resource =0Ausually takes a f=
ew seconds (2+ seconds) to complete and thus causes delays to =0Athe smart=
phone applications. This process will involve RRC connection setup and =0A=
radio bearer reconfiguration. =0A=0A=0A=0AFrom my observation, the delay =
caused by the radio resource allocation varies a =0Alot over time and seem=
s it is not only caused by the radio access network. So I =0Awas wondering=
what network devices are involved in the radio resource =0Aallocation bes=
ides the phone, base-station and RNC? And what are the factors =0Athat can=
