Based on:
ftp://ftp.ripe.net/pub/stats/ripencc/delegated-ripencc-latest
it doesn't show AS1712 ever being allocated to Renater (probably why the
inter-RIR mistake happened) but the surrounding ASNs give you an idea of
the timeframe:
