actually, i meant as ipv4 scarcity worsens

on the other side of the coin, olaf maennel and i did a bunch of work so
that rirs, specifically arin who paid for it, could locate filtering
ASs/routers to have some tools to be able to remove blockage that is no
longer appropriate.
