On the 6500, this seems to have been changed somewhere in the 12.2SX line.

The answer to that probably depends on which platform/train you're 
interested in.

More annoying, AFAIK, JunOS has a default update time of 0 for eBGP, and 
I'd imagine it's the same for iBGP.
