We like to see switch gear in the top of the rack and exhausting put
the back (provided it doesn't have side to side air flow)
Not having raised floor doesn't matter so long as cooling is delivered
properly to the racks (top down, in row, or in rack), and cable
management is available above the rack (ladder, trough, or rack-top
like APC offers)
