RFP guidelines for backbone routers

I am looking for pointers to help me put together an RFP for a large
corporate intranet. The backbone will be OC12 ATM. I am looking
for guidance in writing the specs for the level 3 stuff - central routers
and edge boxes. Are there any shell documents for such known to
be available? I could surely use it for a sanity check on my own
attempts to write a document.
