It's at&t's network.  They should be allowed to run it as they  
please.  So it's hard to say anything (other than abuse) is "uncalled  
for".

Unusual?  Hell yes.

Ask for at&t to "originate my /24, and route it to my rack".

If they don't get that, find another provider.
