That is a laughable statement.

This is also a laughable statement as Comcast (the provider in  
question) has at least, DOCSIS 1.1 on all parts of their network, if  
not newer than that.

The DOCSIS 1.1 specification has this capability (multiple service  
flows).  DOCSIS 1.1 is of April 1999 vintage.
