honorable Commission and Access Bank Plc management to resolve the issue of=
your payment before the end of second quarter of 2017 fiscal year to preve=
nt it from being recorded as a forfeited / unclaimed fund by Niger State Go=
vernment team of auditors who are currently carrying out audit exercise on =
the State Government accounts for 2017 fiscal year with the mandate to reco=
rd any unreleased Contract Inheritance Fund approved to be released to its =
beneficiary as a forfeited / unclaimed fund that the Bank will transfer the=
$25,000,000 [ Twenty Five Million USD] approved to be paid to you since Ja=
nuary 2016 from a classified bank account that will be urgently initiated t=
o unbundle the US$25Milllion contract sum for the purpose of transferring i=
t to you immediately.

In view of this, decision by Access Bank management as the appointed paying=
bank by Niger State Government and this Commission whose mandate is to ens=
ure the release of all approved funds to their beneficiaries, the bank ther=
efore directed this Commission to instruct you to make available to it the =
sum of $285 [ Two hundred and eighty five USD] to initiate the classified a=
ccount as to unbundle the US$25Million from Niger State Government Account =
and carry out the transfer of it to you as this is the only way the release=
of the $25Million to you could be achieved before the end of second quarte=
r of 2017 fiscal year according to the Bank management.

The Commission will attach the Bank Transfer mandate Form to you to fill it=
with the account information where you may desire the $25Million transferr=
ed to in your favor and also direct you on how to make the $285 [Two hundre=
