Lawmakers have once again returned to their districts for the final push be=

In passing the legislation, lawmakers finally approved funding for the Zika=
virus, approving $11 billion to respond to the outbreak The measure also p=
rovides some funding to head start the implementation of the Comprehensive =
Addiction and Recovery Act
Lawmakers were able to proceed after Republican and Democratic leaders stru=
ck an agreement on how to provide funding to Flint, Mich, where high levels=
of lead in water have affected children
GAO sides with GOP: HHS owes Treasury funds under ACA
Republicans have pushed back against the Department of Health and Human Ser=
vices, saying the department must deliver some funding received from health=
insurers to the Treasury Department under the Affordable Care Act, going s=
o far as to bring a lawsuit against the administration over the issue
A report released by the Government Accountability Office, an independent w=
atchdog group, agreed with the GOP lawmakers
The department collected payments from insurers under the law=C3=A2=E2=82=
=AC=E2=84=A2s reinsurance program, which the department would theoretically=
use to complete some insurer claims and also make payments to the Treasury=
But the department didn=C3=A2=E2=82=AC=E2=84=A2t collect as much as expect=
ed, and the department interpreted the law as permitting leftover funds aft=
er covering insurers for future years of the reinsurance program, rather th=

in the Senate, where lawmakers have struggled to strike a deal on funding f=
or the National Institutes of Health The House could need to pass an update=

Could Senate Republicans change their tune on Obamacare?
Some Senate Republicans acknowledge they may have to change their tone on t=
he Affordable Care Act under a President Hillary Clinton Republicans, who h=
ave long called for the repeal of the Affordable Care Act, say they may not=
be able to wait another four years to improve the health law, which they h=
ad largely resisted under President Obama
While not all Republicans would be open to working with Clinton or anything=
less than repealing the ACA, they also don=C3=A2=E2=82=AC=E2=84=A2t think =
they can wait four more years without acting to improve the health care law=
They would, obviously, prefer to work with a President Donald Trump who ha=
s said he would repeal the law
Health, employer groups ahead of the curve on potential Medicare premium in=

act once again this year to make sure that some Medicare beneficiaries don=
