rights of individuals, even if it angers the majority. I hope and
believe I have fulfilled these principles to the best of my ability,"

still a desirable body within the caucus, particularly as Democrats face a
serious challenge to their majority in November.Democrats have to hold on to
23 seats this cycle while Republicans defend 10. Republicans only need four
seats to take the majority, and Nebraska's seat now could be a
pick-up for the GOP.Among some of the names offered up on the
Republican side for the seat are state Attorney General Jon Bruning, state
Sen. Deb Fischer and state Treasurer Don Stenberg. Members of the state's
congressional delegation, Reps. Lee Terry and Jeff Fortenberry, could also be tapped
to run.Repeatedly named as a potential challenger to keep the seat for
Democrats is former Sen. Bob Kerrey, who

a case for all the women of Egypt, not only mine," said
Samira Ibrahim, 25, who was arrested and then spoke out about her
treatment.Ibrahim filed two suits against the practice, one demanding it be banned
and another accusing an officer of sexual assault. She was the only
one to complain publicly about a practice that can bring shame upon
the victim in a conservative society.A small group of women gathered outside
the court building, holding banners. One said, "Women of Egypt are a
red line."The three-judge panel said in its ruling that the virginity tests
were "a violation of women's rights and an aggression against their dignity."The
ruling also said a member of the ruling military council admitted to

U.S. authorities about how the incident was handled after they learned about
the men."We're going to have thousands of contractors over there, including many
Americans. Can the Iraqis just take them off the street and hold
them? This is a terrible precedent. We have to get to the
bottom of this," he said. The New York congressman said he was concerned
that U.S. military authorities had not been notified by the U.S. embassy
that the men were being held and that embassy representatives had not
visited the men when he learned about it from Antiohos' wife last

SACRAMENTO, Calif. Rescue firefighters responded to a Southwest Airlines flight in
distress after two tires blew on the runway Tuesday evening, leaving the
jet and its passengers grounded. The left main tires blew at about 6:15
p.m. as Southwest flight 2287 was departing for Seattle, Sacramento International Airport
spokeswoman Laurie Slothower said.Southwest Airlines spokeswoman Katie McDonald said the pilot quickly
aborted the takeoff and emergency crews were called in to hose down
the 737 as a precautionary measure. They later set up a portable
stairway to let the 130 passengers off the plane."I want to stress
that there were no injuries tonight, and the tires never caught on
fire," Slothower said.McDonald said all passengers were being booked onto other flights.Officials
have not determined what caused the blowout and the incident is being
investigated. In the meantime, one of the airport's two runways remains closed.

to serve China's poor majority.Beijing is rapidly expanding China's 56,000-mile rail
network, which is overloaded with passengers and cargo. But it has scaled
back plans amid concern about whether the railway ministry can repay its
mounting debts. On Friday, the current railways minister, Sheng Guangzu, announced railway construction
spending next year will be cut to about $65 billion, down from
this year's projected $75 billion.A failure to expand rail capacity could choke
economic growth because exporters away from China's coast rely on rail to
get goods to ports. The rail ministry's reported debt is $300 billion. Analysts
say its revenues are insufficient to repay that. That has prompted concern
the ministry might need to be bailed out by Chinese taxpayers.
