Senate Meeting

 I.      Welcome and Announcements

a.       REMOVED from Senate

warnings sent to them, WED the replacement processes will start

III.      Report from Executives

a.       Simmons- Painting the Walls=85making things less sterile. "The
bathrooms are not sterile"- Senator Mehta

b.      Housing: "I may look different, but I am the same person, same
committee, and same progress." Meeting with Dennis Collins- Most pressing is
Next House and hot water problem with hot water turn-offs. (CAMB water
supply and MIT pipes problem); Cultural House Report

c.       Dinning: Talking to Mason about survey that will go out to all the
preferred dining dorms. (To get a feel for how dining is doing.) "The
elasticity of preferred dining."

d.      SCEP: Passed out some of the cards

e.       Space: Picked people for group for reading room (CAC, Committee and
Andrew). Online surveys are on right now for the 20K that CAC can invest
next year, and there is a discussion session meeting tomorrow to hear
proposals, etc.

f.        PR: Made poster, will post in bathroom stalls, make committee
names in BOLD

g.       Sustainability: S-Star, course 15 kids who pursue connections in
MIT and admin and outside community. (Trying to give sustainability a place
and role on campus) Event: Generator, Regenerator brainstorming sessions in
STATA. We need a space. "The Green Room" with S-Star- meetings every
Wednesday night, 5:30-10 usually in Stata. (Hopefully R and D common after
Spring Break. MONEY!

h.       2008 Council: FORMAL at the Marriott coming up!

i.         CSL: Events coming up, contacted Victoria N. Wellness week stuff.

j.        FINBOARD: Getting requests to do stuff, but Hans feels that stuff
has already been done. Some higher level funding board meeting needs to be
held if funding structure and cycles will be changed. We don't want to do
more work! We did startup but we lost quorum. (Email vote, we will need to
have WEEKLY meetings, etc.), allocated short of $10,000 for start-up fund.

a.       Spelling: tempor- tempore

VII.      38 UAS 9.1 - Student Group Cooperation

a.       Spelling: overseas- oversees

b.      Example: If three student groups asks for Drills, FinBoard probably
won't get drills for all three groups, instead get groups to cooperate
together so they share the drills.

c.       Andrew L: Student Activities Office has a document

d.      Irina says that there is no document that is widespread and that
people know about

e.       Andrew L: Wouldn't it be more effective to recommend the current
document? Have it be a standing FinBoard.

f.        Navot: ASA needs to look into it, and FinBoard needs to look at
it=85so there is overlapping and the time needed to look into the overlap is
huge. (Startup capital first needs to be consistent before we can do this!)

g.       Conflicts: ex: Logs and A Cappella groups, contract isn't properly
enforced, this might create a need for a whole new group to resolve
conflicts of property

h.       Navot: This doesn't seem necessary right now

i.         FinBoard- might give priority to funding if two groups come
together with a 'share' request

j.        Lauren O: Guideline by ASA says that property bought by student
group is student groups and the ASA has no jurisdiction of taking stuff
back.

k.      Vote: 1-3-11 (Too many abstainers, go get more info and reintroduce
bill later)

VIII.      38 UAS 9.2 - FSILG Recycling

a.       Andrew: If Boston doesn't take care of FSILG, MIT should cover,
recommend that you make changes of the enabling clause

b.      Gus: Add in clause, that if there is no policy change then MIT can
take the burden of paying for recycling

c.       Amendment: Title and Body: "should draft a policy to facilitate the
implementation of FSILG recycling programs and a timeline of the
implementation of this policy."

d.      Vote: 17-0-0

IX.      38 UAS 9.3 - Greenhouse Gas Reduction

a.       Chris from Grad student council is also here

b.      Werbos: we are not a 'scientific' body, and we do not have
scientific info that is enough to dictate this policy. "I do not feel
sufficient informed" (to advocate for all the things on the bill, "I don't
know the facts=85I major in programming, sure."

c.       Mehta: Being an scientific institution, MIT's precedent in passing
this would say a lot to other groups, other places in the US

d.      Werbos: We should appeal to a scientific group (The IPCC)

e.       Motion Carries, as amended, 17-1-1, will be posted tonight by Steve
Kelch

X.      38 UAS 9.7 =96 Reimbursement of Outstanding Debt

a.       UA PR Committee, $1,128.40

b.      Motion to White Ballot

c.       Unanimous Aye

XI.      38 UAS 9.4 - Simmons Shuttle Service

a.       Andrew L: "The shuttle passes me, and I proceed to say, Fuck You!"

b.      Tech Shuttle doesn't even stop for disabled persons. They will
literarily not stop, or just drive off!

c.       Paul P: Furthest

d.      VOTE to Amend: "That transportation look into alternating the route
between Simmons and the Graduate Dorms, or some other measure in collusion
with the additional uses that are being purchased; and" Approved.

e.       Andrew L: "We should get someone to walk around with a=85(JW: a
gun?)=85clipboard to figure out which drivers are irresponsible."

f.        VOTE: 19-0-0

XII.      VOTE: We don't have a Chair for Sustainability, as recommended:
Jonathan Krones, APPROVED

XIII.      38 UAS 9.5 - Retroactively Fund Hillel Leader Retreat

a.       Hans: Problem with this bill, since we are retroactivitly funding
something that we might not have funded in the first place (since FinBoard
would not have funded, since Hillel already has a lot of funding)

b.      Werbos: Can we play these 'funny money' games? Can we just transfer
stuff from the leadership fund? Is this an event worth funding? Would we
want to fund this event?

c.       Hans: Only 12 people went and the price is ridiculous.

d.      Andrew: The fund is intended to be spent on a groups who can justify
their retreat to senate, not the size of the group (Not number of cents, or
dollars per group)

e.       This money has already been paid, so will the fund be able to pay
for other groups?

f.        Ruth: Why don't we table it, so that at the end of the year we can
deal with it if we still have money in the fund.

g.       VOTE for TABLE: Approved

XIV.      38 UAS 9.6 - Retroactively Fund TechFair Leader Retreat, TABLED

XV.      New Business: We approved JUD, so we need to elect a chair- Mark
Stevens was selected, but needs Senate approval. Move to approve, Aye's have
it, APPROVED

XVI.      Good of Order:

a.       HANS: Start up numbers will be ready next meet

b.      Andrew: LOOK NICE, we will be taking our annual photo

c.       Next meeting in 2 weeks, nominated people for SPEAKER
