WASHINGTON The Obama administration says it is willing to accept a
tentative Senate deal to extend a Social Security tax cut and unemployment
benefits, even though the extension is only for two months.A senior administration
official also says that a provision requiring a swift decision on a
Canada-to-Texas pipeline would almost certainly result in President Barack Obama denying the
permit for the project. The official was not authorized to speak publicly about
the deal. The official says Obama's top priority was avoiding a tax increase
on 160 million workers when the payroll tax cut was scheduled to
expire at the end of this year. The official said the deal
met that test.

and trying to establish a democratic government."It seems to me they are
working through some very difficult issues to try to bring that country
together," said Panetta. "It's not going to be easy. This is not
a country that has a tradition of democratic institutions and representative government.
This is going to take some work."But he said he has seen
indications that the Libyans are making progress."I think that any country like
Libya that was able to do what they did and show the
courage that they did in making the changes that took place

<font style="color: #FCFCFC">BRUSSELS -- European Union officials say that a first draft of a
new treaty setting up tighter budget rules for eurozone countries has been
sent to governments Friday. The officials said that formal discussions on the new
treaty with delegates from the national governments will start next Tuesday, with
a second round of talks scheduled for the first week of January.
The officials declined to be named in line with the EU's briefing
policy. The U.K., which was the only European country which has refused to
sign up to the new intergovernmental treaty, will have observer status in
the talks. The new rules will apply to eurozone states once nine of
the 17 have ratified it, while participating non-euro states can decide whether
they want to submit to the new rules.
AP2011Nov. 15, 2011: Italy's premier-designate Mario Monti speaks to the media after
finishing his meetings with Italian political leaders and organizations' representatives at the
Senate, in Rome.ROME -- The Italian government on Friday easily won a
confidence vote on its package of austerity measures in the lower chamber
of Parliament as more protest strikes hit the country.Premier Mario Monti had
called the vote in the Chamber of Deputies to speed passage of
the euro30 billion ($39 billion) in extra taxes and pension reforms that
he says are vital to save Italy, the eurozone's third largest economy,
from financial disaster. About euro10 billion of those savings would be reinvested
into growth. The package was approved by a vote of 495 in favor
and 88 against. Had it been blocked, Monti and his government of
technocrats would have been forced to resign -- exactly a month after
the economist and former EU commissioner was sworn in with the task
of keeping Ital
WASHINGTON Nine states will share $500 million in grant money won
in a high-profile competition intended to jump-start improvements in often-overlooked early childhood
programs, The Associated Press has learned. The winners to be announced Friday at
the White House are California, Delaware, Maryland, Massachusetts, Minnesota, North Carolina, Ohio,
Rhode Island and Washington, according to an administration official who spoke on
condition of anonymity because the winners had not been officially announced. The money
to aid the nation's youngest learners is part of the Obama administration's
cornerstone education initiative -- the "Race to the Top" grant competition --
which has states competing for federal dollars to create programs that make
schools more effective. Last year, it handed out $4 billion in similar
grants focused on K-12 education. The goal of this competition is to get
more children from birth to age 5 ready for kindergarten. Thirty-five states
