WASHINGTON  The Obama administration says it is willing to accept a 
tentative Senate deal to extend a Social Security tax cut and unemployment 
benefits, even though the extension is only for two months.A senior administration 
official also says that a provision requiring a swift decision on a 
Canada-to-Texas pipeline would almost certainly result in President Barack Obama denying the 
permit for the project.The official was not authorized to speak publicly about 
the deal.The official says Obama's top priority was avoiding a tax increase 
on 160 million workers when the payroll tax cut was scheduled to 
expire at the end of this year. The official said the deal 
met that test.

new treaty setting up tighter budget rules for eurozone countries has been 
sent to governments Friday.The officials said that formal discussions on the new 
treaty with delegates from the national governments will start next Tuesday, with 
a second round of talks scheduled for the first week of January. 
The officials declined to be named in line with the EU's briefing 
policy.The U.K., which was the only European country which has refused to 
sign up to the new intergovernmental treaty, will have observer status in 
the talks.The new rules will apply to eurozone states once nine of 
the 17 have ratified it, while participating non-euro states can decide whether 
they want to submit to the new rules.

in a high-profile competition intended to jump-start improvements in often-overlooked early childhood 
programs, The Associated Press has learned.The winners to be announced Friday at 
the White House are California, Delaware, Maryland, Massachusetts, Minnesota, North Carolina, Ohio, 
Rhode Island and Washington, according to an administration official who spoke on 
condition of anonymity because the winners had not been officially announced.The money 
to aid the nation's youngest learners is part of the Obama administration's

which has states competing for federal dollars to create programs that make
