This should only be happening after good-faith, cooperative efforts fail.
Yes, sometimes people become adversarial. We're trying to provide a way to
arbitrate that.

Yes, but people are hardly going to be willing to go for the idea of a
communal stapler.
But, to combat that, I would add another criterion:
4) Reallocation more practical, given current funding, than duplication of
the resource.
