BAGHDAD  The United Nations says at least 733 Iraqis have died

province.The figures issued Saturday by the U.N.'s mission to Iraq show 
618 civilians and 115 members of the security forces were killed in 
January. But the UNAMI statement left out deaths from ongoing fighting in 
Anbar, due to problems in verifying "the status of those killed." The 
figures also leave out insurgent deaths.Al-Qaida-linked fighters and their 
allies seized control of Fallujah and parts of another Anbar city, Ramadi, 
last month after authorities dismantled a protest camp by Sunnis angry at 
what they consider second-class treatment by the Shiite-led government.The 
government and its tribal allies are besieging the rebel-held areas, with 
fighting reported daily.

Syria.APPARIS  Two high school classmates, both French Muslims, headed off 
to Syria this month instead of going to school. They were located, 
brought home -- one fetched by his father -- and are now 
being investigated on terrorism-linked charges.The unfolding drama of the 
teenagers, aged 15 and 16, highlights how Syria has become a magnet 
for a vulnerable fringe of young Muslims in the West. It is 
among a small wave of cases that are putting French authorities, and 
some families, on edge.The bloody three-year-old conflict in Syria has drawn 
thousands of Muslims to join the ranks of battalions trying to topple 
the regime or other fighting groups looking to conquer the region in 
the name of Islam.French authorities say that more than 600 French have

in 1977, which is one of the two previous driest water years 
on record.State officials say 17 rural communities are in danger of a 
severe water shortage within four months. Wells are running dry or reservoirs 
are nearly empty in some communities. Others have long-running problems 
that predate the drought.The timing for of Friday's historic announcement 
was important: State water officials typically announce they are raising 
the water allotment on Feb. 1, but this year's winter has been 
so dry they wanted to ensure they could keep the remaining water 
behind the dams. The announcement also will give farmers more time to 
determine what crops they will plant this year and in what quantities.Farmers 
and ranchers throughout the state already have felt the drought's impact, 
tearing out orchards, fallowing fields and trucking in alfalfa to feed cattle 
on withered range land.Without deliveries of surface water, farmers and 
other water users often turn to pumping from underground aquifers. The state 
has no role in regulating such pumping."A zero allocation is catastrophic
