SAN JUAN, Puerto Rico  Puerto Rico's governor says he is renegotiating 
the payment of short-term debt and has ordered all government agencies to 
reduce their current budgets by 2 percent after the island's credit rating 
was downgraded to junk status.Alejandro Garcia Padilla made the announcement 
Wednesday on radio station WKAQ.Spokeswoman Paola Figueroa tells The Associated 
Press that the governor will make additional announcements later Wednesday 
in response to the downgrade.Garcia said Tuesday that he also would be 
submitting legislation to further reduce the deficit and would present a 
deficit-free budget for the upcoming fiscal year.Puerto Rico is in its eighth 
year of recession while struggling with $70 billion in public debt and 
a 15.4 percent unemployment rate, higher than any U.S. state.
HOUSTON  Investigators are baffled by the fatal shootings last week of 
a "quiet family" of four, including two young boys, at their suburban 
Houston home.Authorities have not yet determined a motive for the slayings 
nor identified any suspects, Harris County Sheriff Adrian Garcia said Tuesday. 
All four victims, including the boys aged 7 and 9, were shot 
in the head.The names of the victims have not been released as 
authorities tried to contact relatives of the family. Authorities said the 
husband and wife were naturalized U.S. citizens who had emigrated from China. 
They did not say when the family arrived in the United States.Garcia 
said deputies went to the family's Cypress home last Thursday after the 
husband's co-workers became concerned when he hadn't shown up for work for 
several days. Deputies found the back door open and inside discovered a 
"horrific crime scene," Garcia said.Harris County Sheriff's Office Sgt. 
Felipe Rivera said the victims were found in their bedrooms. He declined 
to give other details of the crime scene, only saying they had 
not been tied up and that no weapons were found at the 
home."We have no other information that will speak to a motive, as 
to why this occurred," Garcia said. "From all indications, they were a 
quiet family, they were the average family. ... I am bothered by 
the loss of life of two children."Autopsies done by the Harris County 
Institute of Forensic Sciences have ruled the deaths as homicide

<p style="font-size:xx-small;">NEW YORK  Four people are in custody on drug charges after 
police executed search warrants at three apartments in New York City.Police 
say undisclosed quantities of heroin and marijuana were found Tuesday night 
in the apartments in a lower Manhattan building. They say three of 
the people lived in the building.All four   three men and 
a woman    face charges of criminal possession of a 
controlled substance. Two of the suspects also face charges of criminal 
use of drug paraphernalia.Police wouldn't say why they had search warrants 
for the apartments. They say that "at this time," they aren't linking 
the arrests to their investigation into the death of Oscar-winning actor 
Philip Seymour Hoffman.Hoffman was found dead Sunday in his apartment with 
a syringe in his arm.
 A Syracuse man had his home seized after he paid back $9,877 
in city taxes over a six-month period -- but came up $936 
short."I tried so hard. I tried so hard to make these payments," 
Calvin James, who found out he lost the home when he walked 
into City Hall on Dec. 6 with a $1,500 check, told The 
Syracuse Post-Standard. The property had been seized Dec. 4.The paper reported 
that the city launched an aggressive foreclosure campaign in 2012. The program 
puts the troubled properties into the Syracuse-area land bank, which either 
sells or demolishes them. James, who paid $8,500 in 2009 for the 
property, is currently renting his old home for $500 a month, the 
report said.The city told the paper it's sorry the way James' story 
worked out."This guy was given all the proper notifications and just came 
up short," Paul Driscoll, commissioner of neighborhood and business development, 
told the paper. "It's not something that I think that were going 
to request the land bank to return."James, 61, is originally from Guyana 
and worked for years as a bus mechanic in Brooklyn, the report 
said. He cashed out his retirement and made a few bad investments 
in Syracuse, the report said.
