ChevroletYou might think that installing a charging station for plug-in
electric cars shouldn't be that complicated. It's essentially an electric
appliance.But in the city of Watertown, New York, City Attorney Robert J.
Slye recently determined that installing charging stations in a municipal
parking lot would be nothing less than unconstitutional.The New York State
Constitution, he noted, says that municipalities shall not "give or loan
any money or property to or in aid of any individual, corporation
or association, or private undertaking.And the New York State comptroller
rendered the same opinion to City Hall in Ogdensburg, New York, as
well.Similarly, charging stations announced for the city of Rochester and
towns in Westchester County are not planned for municipal properties.For
the moment, it appears that no electric-car charging station will go onto
municipal property in New York State unless users can be charged for
the electricity.That won't be that hard.Various companies (among them ChargePoint
and Blink) provide payment mechanisms to cover the cost of using electric-car
charging stations.They may even return a profit to the municipal body.Under
a New York State Energy Research & Development Authority initiative announced
last June that was to fund Watertown's charging stations, drivers who charged
up their cars would have done so for free.National Grid, the local
electric utility, is seeking about 70 municipalities within its
acCallum. How can they possibly get up there and just lie
to the press corps?Ventrell said that the State Department periodically
sends out notices to the entire staff advising them of the protections
afforded whistle-blowers under federal law, and that such a notice, in accordance
with regular practice every spring, was disseminated just last week.Interviewed
on the Los Angeles campus of the University of Southern California on
Tuesday, Sen. John McCain, R-Ariz., argued the allegations of threats and
intimidation expose the need for a more comprehensive probe of the Benghazi
affair.People do not trust the president and his people, McCain told Fox

being questioned under oath if his outfit follows through on its $30
million defamation suit against the Christian group that leveled the charges
in a best-selling book.Muslims of the Americas, a group founded in the
1980s by elusive Pakistani Sheikh Mubarak Ali Gilani, is suing the Christian
Action Network for defamation and libel following CANs recent publication
of the book Twilight in America: The Untold Story of Islamist Terrorist
Training Camps Inside America. Co-authored by CAN founder Martin Mawyer
and Patti Pierucci, the book accuses MOA of acting as a front
for the radical Islamist group Jamaat al-Fuqra.In the suit, filed this year
in federal court in Albany, N.Y., the Muslim group accuses Mawyer, Pierucci
and CAN of "malicious, repetitious and continuous pronouncements and

Ala. The Alabama Legislature is telling the federal government and others
to back off on gun control.The Senate passed legislation Tuesday declaring
that All federal acts, laws, orders, rules or regulations regarding firearms
are a violation of the Second Amendment. It also says federal laws
in violation of the Second Amendment shall be considered null and void
in Alabama. The vote was 24-6.The sponsor, Republican Sen. Paul Sanford
of Huntsville, said the bill resulted from hundreds of emails and calls
he received from his north Alabama constituents concerned that Congress
might enact new gun regulations or restore the previous ban on assault
weapons. He said the assault weapon ban is an example of federal

on its face, Singleton said.In the House Tuesday, members voted 76-22 for
a proposed constitutional amendment that would require Alabamas courts to
use strict scrutiny when reviewing any new gun control laws. That would
require proponents of the laws to show a compelling interest for the
