I think what prevents women from reporting rapes are for some of 
the following reasons:

1) There is ALWAYS a penalty in this society for standing up 
for injustice. 

2) This male dominated society has done whatever it wants to women 
for years. Women just recieved some rights not too long ago.

3) The puritain ethic: It's the way people react when a victim 
of sexual violence tells them. They ask, "What did YOU do to 
instigate this???"

4) Usually rapes occur without witnesses, and it becomes 
the woman's word against the man's in this male dominated society. 
In addition women don't know how to gather evidence of their attack 
by going straight to the hospital after they have been attacked.*
