I agree, but it's possible he could have decided to drink without the
drinking being part of the event (whatever it was) that was going on.
So "voluntary" was a poor word choice. I'm not sure what word I
should have chosen instead; probably just an entirely different
sentence altogether.
I do agree that things can be hazing without being required, but just
being encouraged/expected*. But AFAIK (and I could be mistaken),
there hasn't been any definitive statement of what actually happened
there, and the news reports seem to differ from each other.
And I certainly think it may have been hazing... I just feel like
I don't actually know.

*yes, I know that means house meetings are hazing by some definitions;
the fact that they're also required for upperclassmen is, however, a
good indication that they're not (intended to be) detrimental or
demeaning
