one point that seems to be coming up a lot is if the bush funds are used
to give 500 students $10 a piece, there won't be anything to go towards
student groups. i was under the impression that the bush funds are not
the sum of the ua funds, and are to be used by the president for whatever
purposes s/he sees fit. so could someone explain how spending of the bush
funds impacts allocation of (other?) monies to student groups?
(not being facetious or sarcastic... just trying to understand the point)
