I'd agree if Rhett had the ability to see who had voted for whom.
Here, he's promising to give money to anyone who is willing to claim
to have voted for him, whether it's true or not. I think "plain and
simple bribery" happens when the briber has some way to tell whether
the bribe-ee actually did the action in question.
