they always have change; they don't want to make it ... because it makes a heftier tip for them, and because they are lazy. i had a taxi driver watch me from his car while i hauled baggage out of my apartment building only to sling it into the back seat of the taxi (didn't open the trunk, didn't get out of the car). no tip. screw 'em.
